Transfer Spots

How does UPenn have so many spots open to transfer? (not that I am complaining) Many other schools like Stanford and Yale only have 20-30 per year. I know Penn is a larger school but are all these spots open because of dropouts?

Also, how would one be viewed as a reapplicant who was waitlisted (and ultimately rejected) for general freshman admission? I know this means I’m competitive but it could also mean that there was just something “extra” missing in my application.

Penn “builds in” room for a larger number of transfers (generally around 200 or so per year), by enrolling a freshman class of around 2400, while maintaining a total undergraduate enrollment of around 10,000. Penn’s dropout (or transfer-out) rate is comparable to those of its peers.
