Transfer Student in Need of Advice

I’m in need some advice!
I spent my first semester of college at San Francisco State University, but I switched to a Los Angeles area CCC last semester. I am currently in sophomore standing, and will apply as an incoming junior.

My biggest concern is deciding whether to apply to my dream school, Stern (for business, finance, econ, or accounting) or to apply to CAS for economics. YES, I realize both choices are less than ideal in terms of acceptance rate, but know that Stern is much more selective (especially for external transfers). Given my info below, what would be the best option? Also, is it possible to apply for both?

SCORES
-High School: 3.01 GPA, 1850 SAT (yikes, I know!)
-College Cumulative GPA: 3.8, can potentially raise to a 3.85-3.89 by December
-College Major GPA: 4.0

ACTIVITES
-Student Government {position}: Senator of Business
-Alpha Gamma Sigma {member/volunteer}: academic honor society, community service organization
-Alpha Gamma Delta {member/volunteer}: SFSU sorority, required to participate in philanthropic activities
-Environmental Club {member/volunteer}: focus on sustainability-related issues involving school and community
-Hillary Clinton Political Campaign {volunteer}: fundraising event scheduled for the near future

WORK EXPERIENCE
-Accounting Intern: handled bookkeeping and analyzed financial statements for company
-Marketing Strategies Intern: applied ideas to facilitate growth within company

OTHER
-equestrian show jumping {extracurricular}: national and international competitions from 9th grade-current. in high school was doing 5hrs a day, 6 days a week (x4 years), but due to a switch in focus towards academics am no longer putting in the same amount of time (aka very infrequent)
-caretaker of younger brother diagnosed with Type 2 Diabetes
-Study Abroad in France, 11th grade
