<p>How hard is it to transfer from UPenn (non engineering) to EECS after freshmen year? I got into UCB straight out of high school but chose UPenn.</p>

<p>If your permanent residence is in CA, you’d get the CA resident tuition rates. I believe it will be very difficult to transfer after freshman year; IIRC, junior year is when you can transfer. </p>
