I had attended Rutgers in fall 2013 but fail and got dismissed from there. I did poorly due to some medications I was taking at that time and I had many problems going around at that time. I decided to get off the medications and went to community college in spring 2014. I be done in spring 2016 when I get my associate degree in chemical engineering and plan on enrolling to this 4 year school in fall 2016. How bad will it be when they see I got dismissed from Rutgers in 2013 but I managed to get my act together and get a 3.9 with about 80-90 credits completed prior to enrollment?
I think you just be honest, talk about the challenges at the time, and that you’ve overcome them.

None of us know if this particular college/university will reject you because of those old, bad grades from Rutgers. We don’t work in the Transfer Admissions Office there.
Go meet with the Transfer Advisor at your CC. Find out what that person knows about admission at the colleges and universities on your application list. The Transfer Advisor’s whole job is to help students move from your CC to colleges and universities that are good places to finish their degrees. The Transfer Advisor is an expert on this topic.
Of course the fact that you have done well recently will make a difference but it depends on the school how much the take that into account. As others have said, contact the Admission Office and start a dialog about this with them but also have a backup school in mind in case it does not work out. This is where the Transfer office at your CC will be of assistance as they know where their students get accepted.
