In general, is transferring to a top twenty university from a school out of the US (given that the school is quite decent in term of academics but certainly not anything like Oxbridge) more difficult than from a local state university? Or it make no difference at all? I have a green card, and will become citizen very soon…if that matter at all.

My guess is that your may stick out if you’re considered a foreigner. Given that, top twenties are extremely selective, and out of thousands of applicants, they may choose little to none (~5 or so). If your ultimate dream is to study out of the US, than I would suggest applying to a safety (or three) for good measure. Especially because of the the unpredictability of schools outside of the US.

Transferring from foreign universities is a bit more difficult than transferring from US colleges and universities. But it is not impossible. You are in the same position as a US citizen who has been educated abroad except for the fact that you do need to travel to the US often enough to retain your green card status.
So make a list of places to apply to as a transfer, and see what happens.
