Portland’s the capital for bicycling. You can’t step outside without seeing one. Is Philadelphia a walking, biking, or driving city?

mostly walking.

as for west philadelphia, where the penn campus is located, a lot of people bike, but the majority walks or takes cabs if they need to get to the city.

the public transportation system isn’t that great, and very poor in comparison to portland’s. you won’t need to use it if you live on campus though.

For trips beyond the mass transit routes, phillycarshare is phenomenal :)

i second philly carshare if you need to get somewhere far and fast

You’ll walk anywhere you need to go (classes, etc). SEPTA (the subways, trolleys, regional rail, buses) gets you anywhere you want to go (restaurants, tourist stuff, sports, airport, shopping). Taxis are easy to find and affordable for anything in the gap, and phillycarshare (a very short-term car rental program) is good for other random trips.
