My child is a US citizen, but we do not live in the US. I work in the US (San Diego, California) with a TN visa, and I have a SSN with which I pay federal and state taxes in California.
My question is: For the purpose of paying tuition in a public university, under which category should we apply? As a resident, nonresident, or international.

You don’t live in the U.S. It doesn’t matter where you work…it matters where you reside.
Your child would not have CA residency, if that is what you are asking. You have to live in CA to have CA residency.
You would be a non-resident…paying out of state tuition.
Your child would have to go to a Calif high school for 3 years and graduate from a Calif school to qualify for instate rates.
Are you asking for next year? If so, your child would apply as a non-resident since he’s a citizen but lives abroad.
