U Houston or U Hawaii?

I’m a prospective Civil Engineering major looking to eventually get a Master’s after an undergraduate education. I’m considering:
University of Houston:
$19,210/yr (w/scholarships totaling $21k)
University of Hawaii:
$13,961/yr (instate w/ Regent’s Scholarship totaling $14,862)
Each school’s ranking is similar, and I’m indifferent about staying in Hawaii. Which is better for engineering? I can’t really decide on where I want to go.
