What i wanted to know was…which one would have a better ROI

in-state university - $15k/year (All inclusive)
OOS - $65K/Year (All inclusive)

I know at the face of it, in-state is a no-brainer. But, OOS universities, at least IVY league and even umich are better recognized and have better prospects is how we are told. I wanted to get personal point of view around this question rather than hypothesising all this in my own head

How much can your parents pay per year without borrowing? Since you can only borrow ~$5500/year on your own that’s an important number.

If your parents will pay for you to go OOS and you’re just debating if the extra cost is worth it that’s a different situation than your parents not being willing to pay. If your parents won’t pay OOS rates then the ROI of a $65k/year OOS college doesn’t matter.
