UC and CSU bachelors in theater arts applicant

Hi! For UC campuses, would the BA Theater Arts major be an application to the general colleges of letters and sciences except for UCLA?
For CSU are the theater programs nonimpacted & nonaudition except for Fullerton MT which I hear only accepts a tiny number.
If a student has a wide variety of interests would it most strategic to apply to another major interest for UCLA in College of Letters and Sciences and get the Musical Theater piece through Hooligans student club theater? College of TFT would be best match but aren’t those majors basically impossible to get into? (If student fairly equally happy with a several major options and has a wide variety of talents and interests.)
Basically wondering if we are correct in assuming she can apply without a senior year audition, except for a small handful of campuses, if she is not aiming for BFA or the most selective ones like TFT and Fullerton MT.

For context she has a lot of interests, musical theater is one of them, and will be more applying to colleges and universities by campus vs by major. As her parents we hope she would have access to changing majors if she wishes. Not a BFA or conservatory program in a theater school, but rather a school where she would have access to theater, dance, theater tech, as well as non theater majors as she is pretty u decided and open to lots of interests. Like a college of arts and sciences vs a school of theater and film. Or at least a school where she could change majors fairly simply.
She has strong academics like 4.0 gpa unweighted and all 5’s on her APs so far.
