for berkeley at least, when you apply you apply with your major already chosen, but when you accepted, you are taken in by your respective colleges. IE Hass, College of letters and science, college of engineering.

mass com is under letters and science, which is the largest college. this does not mean however, you can choose whatever in letters in sciences with the highest acceptance rates, and then later change to psycology or english. this would be balantantly dishonest and they adcoms will see that. taking related majors such as mass com and english seems to be ok. both majors are impacted but i have seen no problems from people who declare that major now that they have been accepted in.

bottomline is dont try to cheat the system. but if you are unsure about english or mass com, you CAN do both, but i would suggest against it
