I dont know about portal time but my son got admitted email at 4 pm Pacific on March 10, 2023.
From experience 2 years ago, some will get it sooner and some will be later as the system has to update 100K+ portal and a lot of people will be logging in, but it should be “over” by 5:00pm.

Are the portals updated first and then emails get sent out? Or is it the other way around?

How is the portal still responsive? I’d expect lots of people to start spamming refresh by now.

Only if the students gave their parents access (as a parent - I know 
). Otherwise, they should be paying attention in classes till 3:30pm.
