I dont know about portal time but my son got admitted email at 4 pm Pacific on March 10, 2023.
From experience 2 years ago, some will get it sooner and some will be later as the system has to update 100K+ portal and a lot of people will be logging in, but it should be “over” by 5:00pm.
Are the portals updated first and then emails get sent out? Or is it the other way around?

Only if the students gave their parents access (as a parent - I know ). Otherwise, they should be paying attention in classes till 3:30pm.
