Is this program only available to residents of California or can anyone sign up? I’m interested in taking a class in AP Environmental Science but I live in Michigan so I’m not sure if I can take it with UCCP.

Yes, I believe the courses are available to people from all over the country. My Honors Psychology instructor lived on the East Coast.
