That is usually a decoding error if it’s something like “⍰”. Are you sure you copy and pasted everything correctly?
Me too, I have a couple question marks and weird symbols. But for the most part it’s jumbled letters for me
I’d think so. I mean the 9 digit code is there, the rest is just weird. I copied and pasted the orange text but did not include the quotations. When I went to the portal it said my account did not exist or something weird, though.

I am assuming it is probably their internal identifier which signifies if you are accepted, waitlisted, or rejected.

ok i think i might be reading WAY too deep into it but on the 2024 rejection letter its "Dear Name, " while on the acceptance letter its "Dear Name: ". It currently shows me the one with the colon on my portal

yeah prob lol. i was just wondering if the id that was found using the decoder website could work as the logon id. but they may have not set up anyone’s portal yet
