Last year I moved schools due to bullying and became homeschooled for this year (10th). Next year and senior year I’m planning on attending a private school. Anyway, I don’t have a ton of extra circulars because of my rough first half of high school but am planning on taking more the last two years of high school. Do I have a chance of even getting in to this school? Let alone a decent scholarship? Thanks. I also do not live in this state.

If you hit your goal of 34 on the ACT, then you are in good shape academically. UCLA admissions is also about EC’s and your essays, so just having great Stats will get you half way to your goal.
UCLA does not give out merit aid except for Regents which amounts to $2000/year. There is also the Alumni Scholarship which will award anywhere from $4K-20K.
Since you are OOS, you will be expected to pay at minimum your EFC plus $23K OOS tuition which is not covered by FA. If cost is a factor and you are in need of FA, you should consider you in-state schools first, since the UC’s are not very generous to OOS applicants. Good Luck.

Ok, before I start, please remember that everything I am going to say should be taken with a grain of salt and they are constructive criticism and constructive criticism only. 
You need to tell us your GPA (unweighted/weighted) so we can give you a more accurate ‘chance’ Your EC’s are good and all but it should portray your passion to some extent. I understand the situation you have been through but try to stand out for college admissions by getting a few leadership positions by 12th grade year at your new school. Assuming you get your ACT to 34-36 (easier to say than to do, to be honest) you will be highly competitive in terms of standardized testing. Also, remember to take some AP classes your next two years to demonstrate that you can handle college level work. When you apply to UCLA, write a great personal statement to help you (of course). Just like gumbymom said, remember that UCLA (or UC’s for that matter) are very stingy with their money, so, they will give little to no financial aid for out of state applicants. You will be facing around 200,000$ in student loans if you get into a UC from OOS. So you have to make sure you can pay it off. Just the way it is. Good luck!
