unlikely to join S22 at UCLA. Moving on.
You can apply for College Honors at the end of your freshman year. UCLA | Honors Programs | Joining the College Honors Program as an Incoming Transfer Student
They also have College Scholars, and to do that, you need to join a Cluster.
https://www.honors.ucla.edu/college-scholars-program/
https://www.uei.ucla.edu/academic-programs/ucla-cluster-program/
(Clusters will help you satisfy 4 General Education requirements, including Writing II).

If you do a Cluster, you will also get to join one of the Living Learning Communities: Living Learning Communities | Residential Life
Because FAFSA is delayed you cannot see that yet. They need to receive FAFSA.
Others have addressed your main question about how to find FA (which may take a while to be available).
But, are you OOS or CA? If OOS, your FA will be limited.
Waitlisted for Neuroscience…
S24 checked portal late last night. Accepted to both UCLA and UCSD! We are so emotional and thrilled for him. Was not expecting UCLA admit based on all we have been hearing regarding the low admission rates. Congrats to all and good luck wherever your students end up enrolling! Will submit stats shortly.

Same here. Son has 42 units from community college with a 4.0 GPA. I think some schools (UCLA being one of them) weight that pretty heavily. We have another friend who got in last year with similar stats.
Maintaining 4.0 is perfectly fine. I was just astonished that they get 140k+ applications but a small percentage of them have UW GPA hovering around 4.0. But because of holistic criteria for admission everybody thinks they have a chance.
Makes sense from a business point of view to take people who will graduate in 3 years if they wanted to. Improves the school stats like 5-year graduation rate …
I read the website for the honors program. It says “If you are a student in the College of Letters and Science, and have taken at least 12 graded units, you are eligible to apply.” Does this mean students of the college of engineering can’t join the honors program?
Sorry about UCLA but congrats to Cal. I’m with you on things happen for a reason. My S24 from UCLa in EE didn’t get into grad school there is now at UCI grad for EE. It all works out in the end.

same here - but I’ve heard story student got rejected at UCLA and accepted at Berkeley. Not sure how this “holistic” review works. Never loose hope!

PIQs - I finally got to read them after this acceptance. Simple, solid straightforward descriptions of interest in major, what he took away from more intradisciplinary pathway at HS, overcoming a personal physical challenge and developing a new strength for time management. What stands out to me is the honesty and humility about perseverance to correct some academic shortcomings. No bragging about achievements (which I would have suggested he emphasize/add but glad he didn’t want my advice!)
