I am applying from UC Riverside with a 3.86. But I may not be able to finish a Statistics class. Can I still get in without stats?

You should be able to get in, but contact them just to be sure.

If you were applying from a CCC, the stats class is fairly minor. Very few CCCs offer a UCLA-approved political science statistics course. Generally this is a Social Science Statistics or Psychology Statistics course, taught from that department, rather than the Math department. The only two CCCs I’ve found that offer an approved statistics course are SMC and Pierce, though there may be a few more.

Coming from another UC complicates things, though, since you’re already at a disadvantage. You can get accepted without it, in theory, but it would help you to have it.
