Harder than if applying from a CA community college, but still absolutely possible with the right preparation. You can apply as a junior transfer into the UC system once you meet the minimum requirements for non-CA residents, which include:
-Complete 60 semester (90 quarter) units of transferrable course work with a GPA of at least 2.8. Since you’re OOS, you do not receive the advantage of using the assist website to determine exactly which courses are UC-transferrable from your CC, but you may still view the site to give some general guidance and compare similar classes from a CA CC to your CC.

-Complete each of the following with a minimum “C” grade:
2 transferrable courses in English composition
1 transferrable course in math
4 transferrable courses within 2 other areas of arts and humanities, social and behavioral science, and physical and biological science

Again, the requirements above are the minimum and do not guantee admission. To be competitive, you should also complete major-specific preparation courses. For example, if you plan to be a Political Science major, then in addition to the minimum reqs above you should take other courses in Political Science (Comparative Politics, etc) that your CC offers. This leads to how your major depends on which college within a UC you’re applying to.

Typically, certain majors have some extra requirements. Getting into UCSC’s Jack Baskin School of Engineering will definitely have certain requirements to do with major prerequisites like Calculus and Physics. You should visit the UCSC website and see what those specific reqs are. Other majors (and thus the other schools) still have some major prereqs, but not as many as an Engineering major. For example, an Economics major applying to UCSC will need to fill the minimum reqs, major prereqs, and receive a certain GPA within those major-specific courses taken at CC.

As a transfer, SATs and ACTs are not taken into the evaluation process. They are not required for admission as a transfer, though, if I remember right, there may be a space to enter them on the UC Application if you so choose, but I doubt they will have any effect.

The minimum GPA to qualify for admission for non-CA residents is 2.8, but of course the ghigher the better. Most in-state residents apply to UCs with 3.2 - 3.8 GPAs. To be competitive you should definitely be within that range (ideally the higher end) as an OOS applicant.
