In approaching this situation, I would simply say, “We have serious reservations about UCSC and aren’t willing to pay for that option. You have 4 other great choices which we are comfortable with ant the choice of which one of the four is all yours.”

It is rather late (after admission offers) to be applying new parental constraints to the student’s college choice if they were not mentioned before applications were made. Parental constraints (including conditional ones based on then-unknown things like scholarships and financial aid) are best laid out before the application list is made.

Our insurance (Kaiser) seems to be fine everywhere, Whitman has some ridiculously comprehensive on campus health center that I think covers it.

“Kaiser” encompasses multiple organizations which serve different regions (mostly by state). While a Kaiser member in one state traveling in another can get care in the local Kaiser that is different from the home Kaiser, you may want to check how it works for longer term users like college students in another state.
