@Skepta I doubt any one here knows but I would start with calling the school asap, Google it, and see if there is a specific page about it on the UCSD website. Additionally, appeal every decision possible, shake trees, and fight the rejection! Good luck and I hope you can fight it and get in to the school that you want.

Your major, being local and your story is 100 % me. I have also been in community college for 4 years and i definitely felt the pressure. I was also denied for the biology major at SDSU. I have a 3.0 and i honestly did not think ucsd would accept me. I had already accepted my offer at CSULB. I am in complete shock and happy that my hard work has paid off. Congrats to you !!!
