UGA Transfer

MAIN QUESTION: Would it be easier to get into UGA as an Undergraduate Summer 2010 transfer student(NOT TRANSIENT STUDENT) as opposed to applying as an Undergraduate Fall 2010 transfer student?

Also: For the major on the application is it best to put:
a. undecided
b. my current major (psychology)
c. what I actually want to do at UGA (double major in psychology and advertising)
d. a major that’s more easily accepted(like forestry) and change it once I get in(on the off chance I would get in)???

Background Info:
I attend a University System of Georgia school.
It’s my second year, sophomore status.
I have in state status.
I have a 3.35 GPA after 32 hours.
My major is currently Psychology. If I try to transfer, I’m doing a double major in Advertising and Psychology(the whole reason for transferring is because my school doesn’t have an advertising major).
I’ll have 46 transferrable hours(not counting AP/CLEP credit) by the application deadline.
I’ll have 65 transferrable hours(not counting AP/CLEP credit) by the end of spring semester.
