All of those schools are vastly different. If you’re going to live there for four years you need to like where you will live for 4 years.
Also, I agree with @tsbna44; the career path for a chemistry major and public policy may be challenging salary-wise.
But I agree that it depends on what you’ve already decided you want do with it. You have to consider the return on your investment with this major vs. the costs of a 4 year education at expensive universities.
I looked up jobs on Linkedin for new chemists in my area. $23-29 per hour.
It can vary depending on the major. For example, it may not be difficult to change into physics if you have been taking the needed physics and math courses, but some other major like computer science may be almost completely full and very competitive to change into.
Changing your major will depend on the school and on the major that you want to switch into.
Nobody can tell you which college is “better.” All of the schools on this list are very good schools that will provide an excellent education. It is up to your family to decide what is affordable, and it is up to your S/D to research and take advantage of what the school has to offer.
It is possible that your student already chose, but I understand that some schools have moved their date to the 15th or later.
