Off the top of my head, I don't know which school has a stronger industrial psychology major (I think that the undergraduate business education you would receive at either school is roughly equal -- Penn State having a higher profile on the east coast and UIUC having a higher profile in the midwest).

Frankly, I have no clue as to the relative strength of these school's industrial psychology programs. Given that fact, my suggestion to you is that you do some research in peer-reviewed journals that focus on the field of industrial psychology, such as the Journal of Industrial Psychology (there are probably other journals in this field; a good college librarian can help you out). See if any of the recent articles in the peer-reviewed journals came from professors at either school. Also, I would check the editorial boards of these journals to see where they teach. That should give you some idea as to the professional reputation of the program.
