Would I, as a second-year, be able to live in the ULC if I applied for it asap when it’s available, or is the demand too high and go to upperclassmen?

What west-campus apartments am I more likely to get into?

ULC is in extremely high demand. However, you have a reasonable chance iff you don’t mind who you’re living with. Housing makes it clear that they satisfy roommate preferences before location preferences. If you want to live with your friends, Housing will see to it that you do, though potentially at the cost of placing you in a location that you didn’t even list. Hence, if you’re willing to live with “random” roommates, your chances of getting into the ULC are not bad, even as a second-year.
