Unethical?

My counselor told me that applying HKUST as ED when you’ve already applied priority for a Purdue is an “unethical” act to do. Purdue has a non-binding priority.

What I don’t get here is: why is it “unethical”?? Is it really “unethical”?? I mean it’s non-binding so I should have choice to apply ED to anywhere else!

Your help is much appreciated =)
Thank you!!

P.S. I heard HKUST only gives conditional offers?? Is this true? I saw their requirements and their minimum level of IB grade was 30 or so. If my predicted score is about 39-40, will I be able to get a confirmed / unconditional offer?
