Yes, '25 is now adding some international schools to their list due to changes proposed by the incoming trump administration.
I know a number of people with juniors who will be almost exclusively looking abroad (kids decision).
Directly related to universities, any radical changing to NIH funding really will impact large research universities hard…
Immediate beneficiaries are likely to be Canadian universities (depending on province, add +10-20 to the average required)

Irish, Scottish (and, for already-more-specialized students British universities), will also offer English language programs.
Then you have Sciences Po, various English language degrees in Europe, and International Honours Colleges in the Netherlands.
