<p>I have researched this ambiguous topic extensively, and I have found that you have to be at least a CURRENT sophomore to apply to the university owned apts. It specifically states that you have to have been enrolled in UCSB at LEAST one academic year before you apply, which means that next year (sophomore year) you can apply for the winter quarter and beyond. I tried to apply online, but it said I wasn’t eligible since currently i’m a freshman. So if you are CURRENTLY a freshman, your only options for next year are the dorms or privately-owned apartments. (But you only have to live there a quarter then you can apply to the university apartments if you wish.)</p>
