University of Melbourne to US universities

Hey guys. I am done with 1st semester at the university of melbourne bachelor of design. My overall percentage is 67% which is not very good.
I did fairly well in my O/A levels (high school) but have not given my SAT.

I want to know would it be possible to transfer to bachelor of commerce into universities like university of california riverside/irvine or santa barbara? I can also apply to other universities like uni of washington.

Is it advisible to apply now or after one year of university? How many credits do you think will be transferrable?

The University of California gives no financial aid to OOS or international students. Can your family pay US$40.000/year?

A 67% will not look good to those schools but if you are full pay you may be admitted.

I am already paying that much to unimelb. So its not a problem.
Do i have to sit for the SAT as a transfer student?

Yes you would.
Also, perhaps UC Riverside and UC Merced, CPP, CSU Chico, WWU, may be possible, but I doubt UCI/UCSB woukd admit you.
