Will UMich give an exception to those who took the September ACT? It is technically not the student’s fault for this problem. What if the student sends in rush scores?

Call Admissions and ask. It is unusual
They may have a special consideration on it. A couple years ago, they postponed the deadline for the glitches in CommonApp. Do talk to them.
Rush won’t make much of a difference. This is a pretty widespread problem with grading the new essays, just let admissions know that you took the ACT in Sept and are waiting still. You should have reported any prior ACT/SAT scores to Michigan, that will suffice to keep you in the EA pool.
