Basically their endowment per student isn’t the same as schools with generous financial aid. It’s less than half of those schools. Their aid budget just isn’t going to be as big. Also it is common for schools to reduce financial aid by any merit, the U of R is not an outlier here.
I expect the high proportion of international students also reflects their financial situation, and, without looking it up, I’d guess most of them are full pay.
