Recent UT admission rates have been around 40%, but that is extremely misleading. The admission rate is 100% for those who meet the automatic admission criteria (top 7% rank Texas resident, consumes about 75% of the admission spots), but probably around 15% for those who do not. Unfortunately, the OP is in the latter category, and is applying to a major that is additionally competitive. So it is best for the OP to treat UT as a reach.

However, if the OP does get into the desired major at UT, then the lower in-state cost can be a compelling reason to choose it over other schools that are significantly more expensive.
