Upenn dual degree question

<p>Can high school students/prospective freshmen apply for dual degrees and fill out the dual degree forms on the commonapp? Or do we only do them after we have been admitted and taken a number of courses at Upenn?</p>

<p>So first source says only freshman, second says high school students. Please help.</p>
