Is there any student whose counselor can help make the call? Did the counselor receive a different response from the student?
My counselor made a call in late April, and the response she got was that this year’s yield was ‘trending very high.’

Both Brown and Yale had very few people who got off from waitlist in the past few years, but this year the number has increased. On the contrary, the number of Penn has decreased
I’m guessing they’re winning the cross-admit battle with Columbia this year.

Suspend F1. Then penn probably won’t let the international students get off.
Unfortunately, 100 is not the correct number for the class of 2027 (on campus Fall 2023). The correct number for that class was 40 students off the waitlist. Part C of the CDS: see the Common Data Set 2023-2024. As per the common data set wording, 2023-2024 is for those who applied for Fall 2023 matriculation and enrolled fall of 2023. CDS always works like this: it is for the first school year that cohort is on campus. Fall 2022 (the 2022-2023 CDS) indicates 147 were admitted off the WL for those who applied for enrollment in Fall 2022, or Upenn class of 2026.
Bottom line, this is tracking to be an extremely low WL year for Upenn, much like the class of 2027. When a school says they may admit some later but the class is full, it typically means it will just be if there is summer melt.
I am not trying to dash your hopes, just being realistic and factual with the numbers.
No matter what the reason is, for international students, there are few opportunities left.
The good news is that if you are a domestic student, your chances have increased.

Same here I’ve completely given up on the dream. I’ll just frame my Ivy waitlist letters and be happy that I nearly made it and try to accept the fact that maybe it is not meant to be. I haven’t cried yet but I know. It’ll suddenly hit me when I least expect it
I dont know if this is new news but I emailed the admissions office and got this response about WL:
Thank you for reaching our office and we are excited you have applied to Penn!
Should spaces in the class become available, we may turn to the waitlist, and decisions will be released on a rolling basis through mid-June.

interesting how the admissions office said “early june” in a call to saying “mid june” in an email
I guess they thought there would be spots available at the end of May, but there weren’t any left, so the reply was changed to mid-June.
