Rationally speaking, we should have no hope. This year, the number of applicants exceeded 72,000. Even with the same number of admissions, Penn had the lowest admission rate in its history. In addition, in order to improve their university rankings, they should increase their yield rate. Therefore, in the RD round, they can issue more offers to appropriately control the extremely low admission rate and increase their yield rate. In this way, they don’t need to use waitlist.

this june is going to be hectic, and we now know for sure waitlists are moving for the first time
if i had to guess as to why upenn decided to do this all of a sudden, it probably has to do something with the ongoing visa issues here in the US.
Actually, every year around this time, most schools establish their extended waitlists to ensure they are ready to address “summer melt”. The ones that do not are the ones that are over-enrolled and will not be replacing last minute withdrawals.
It is likely that this year, there will be some issues with foreign student visas and that that may create movement. But I would not interpret Penn’s preparedness to mean there will be mass movement. Hopefully, everyone is getting excited about their planned destinations. And of course, if a WL acceptance comes through, it’d be welcome.
