upward tick in grades after transferring high schools

D transferred from a well-known, highly-regarded magnet/gifted school, where she struggled mightily. She now attends a solid, but less rigorous school. After the transfer, her grades shot up.

Any idea how this will be viewed during college admissions?

Will the upward trend be seen as positive? A wash?

Is this the worst of both worlds (lower gpa than if she had started out at transfer school and stronger showing b/c she transferred “down”)?

She should just explain the transfer well in her application essays, emphasize that she wanted a broader SES in her school and enjoys the mix of kids more.
