Today my school dean uploaded to the commonapp the “Final Report” thinking that that was the place where the final transcript should be uploaded. Now I’m hearing that actually is binding me to enroll at that particular school? I’m really anxious and scared please someone help me fix this. She just wanted to send my final transcript and now I’m scared I might have to enroll to a school that I didn’t want to
go necessarily. For context Im international and she only sent it to 2 schools out of the 15 I applies to. How can i reverse this and how can she send my final transcripts correctly?

I have completed high-school a week ago but people have told me that the final report should only go to the college im intending to enroll to. Im scared because she uploaded it to 2 of my safeties but i have a good chance of getting in to one of my targets. How can we remediate this and how can we upload the final transcripts correctly?
While that’s what’s generally done because most applicants won’t have completed HS before next May/June, there is no issue with doing so if you have a final transcript

It only needs to go to the college you are intending to enroll at, but it’s fine if it goes to other colleges as well.

Because it told her it can only be sent to colleges that already accepted me or atleast waitlisted me. If she cannot, how am i supposed to send the other colleges my final transcript?

I am not a HS guidance counselor, so I don’t know what their interface is like in the Common App… but I don’t think there is information in the Common App about whether colleges accepted or waitlisted you, unless you were offered “direct admission” through Common App? So I don’t see how it would prevent your counselor from sending this information to all the colleges.
It didnt prevent her, it just told her the report should be sent only to colleges that have already accepted me.
If you haven’t enrolled - signed the form and paid the initial fee - then you are not bound.
Your Dean does not make this decision for you.
