URM looking to finalize Engineering List

Hello everyone, I am a URM trying to finalize my Engineering list so please help out. I appreciate everything!

Biology E: 640 (terrible, I know - I took it in 9th grade)

GPA: 4.60 Weighted, 4.00 Unweighted
Rank: Top 10% Of Class of 400
AP (place score in parenthesis): AP Scholar
Senior Year Course Load: AP Calculus BC, AP Computer Science, AP French, APES, AP Economics, Literature, Honors Science Engineering
Major Awards (USAMO, Intel etc.): No major awards, my basic awards are Honor Society Awards, Student of the Month, Venture Scholar, AP Scholar, and taking National Exams.
Did a dual-enrollment program at a local college where I got an A in.

Getting one from honors science teacher and English teacher. Should be 8-9/10
Counselor Rec: Should be good since I talk to her a lot, 9/10

i am primarily looking for strong schools that will provide a lot of financial aid and where I will be happy. Because I live in New York, I don’t want to go really far. The farthest west I’d go is Wisconsin, and farthest south would be Tennessee.

This is my current list that I have been working around for a while now organized from reach to safety.

Cornell University, Vanderbilt, UMich, UW Madison, URochester, Bucknell, UMD, Stony Brook, OSU, UPitt, Virginia Tech

Your GPA and course rigor are good which are the most important factor for UMich admission. However, your test scores are weak. ACT 30 is below the 25th percentile while Math 31 is at or below the 25th percentile. You do need higher score for UMich CoE. I do know an in state girl got accepted last year with ACT 29 but a much higher Math score though. You should still give it a try as they do provide generous aids to low income students from OOS. But I would suggest you to retake ACT.
