On the FAFSA…does the US govt give out loans/grants to kids living overseas? Student has one widowed parent who is not a US citizen

A US Student abroad would be eligible for a Pell Grant and a Direct Loan to be used at US schools that are eligible (usually not for profit). I don’t think they give $ for out of country but others with more knowledge may correct me.
