<p>My daughter is an US citizen, but both my husband and I are not. We were permanent residents before, however we moved back to China and gave up our green cards. We don’t file US tax return any more.</p>

<p>My daughter will go back to US for college. Will she be considered as a U.S. student or as an international student?. Will she be eligible to apply for loans/scholarship as a US student?</p>

<p>She is a U.S. citizen so she is eligible for federal government loans - $5500 for her first year through FAFSA.</p>

<p>But she is likely not a resident of any state so at any public university would pay non-resident tuition.</p>
