S waiting to hear back from University of San Diego regarding his merit appeal. It was supposed to be today. Now they say tomorrow. Anyone else is this boat? He has scholarship money from Chapman, Elon and others. Wednesday is the day to decide. If USD does not come through, I think he will go elsewhere. Thoughts?

It depends on which campus he likes best (is it USD) and which is affordable.
Do you require merit to attend USD - if it’s the top choice?
Even if you get merit, would you still attend?
I’d rank your schools - and then for each, determine which is affordable and if they are, which do you want to afford at the price offered - and then go from there.
If you don’t hear about the aid from USD by Wed. I’d have your S deposit at the best affordable school - if USD comes through your S can then withdraw from the first college and deposit at USD . You will lose the deposit at the first college.
