You need a test but not top 5% makes it tough but not impossible

UT Austin would be a reach outside of top 5%.

Other Texas publics will be automatic admission to their campuses, but check if admission to your major may be additionally competitive.

Check for any SAT or ACT requirements for admission that may apply even if automatic admission by top 10% rank.

Neuro is in the college of natural sciences. I don’t know if Neuro is more selective with that school but CNS is considered about “average” selectivity among schools at UT Austin, which is to say it is a reach for those outside the top 5 percent. But it’s not the toughest reach, so there’s that. For whatever it’s worth (I’m not sure but it’s interesting) there is a UT admission consultant that publishes their recommended test scores for various UT schools, adjusted for your class rank. For an in-state student in the top 10 percent of their class applying to CNS this consultant’s recommended SAT for best shot of admission is about 1520.
