I don’t know if UVA met full need in 2006. I don’t disagree that ED can make sense for applicants of any income level, assuming the NPC looks affordable, but NPCs aren’t accurate in many instances (divorce, business or property ownership, etc.).
Also, for high stats kids with an EFC that might be hard to fund (whether it’s $5K or $50K), it can make sense to not apply ED to compare offers and/or compete for some schools’ elite scholarships.
