Valid basis for grade change?

Math Class:

Instructor said in email mid-semester :

“The final average will be at least B, and of course I will never curve your grades down.”

Given that a B= 84-86 and B- = 80-83

One would expect the final class average to be curved to 84-86.

Final email he said he curved the class average to an 80.

Which is a B- and not “at least [a] B”.

Is this a valid argument to get the missing 4 points ( I only need 2).

Thank you for your input!

PS: Our college does have + and -

“B” is used colloquially to refer to all B-range grades.

That aside, an 80% average could actually convert to a B average. (0% has a much more negative impact on a percentage average than an F has on a grade point average.)
