So I lost my birth certification, and I need it to apply for a learners’ permit. So I’m planning to get a new one, but theres a problem. I need to show valid photo-ID to get a new birth certificate. But in the above site it says:

“Valid Photo-Identification Defined: Identification (ID) with a photograph of the bearer that has the signature of the
bearer. ID must be issued by an officially recognized organization or agency and includes the following types of ID:
Drivers License, Employment ID, Government ID, Social Services ID, and a Passport.”

The thing is…I don’t have any of these ID. I only have my college ID. Will that work, or am I just screwed? Man… I can’t even get a passport, because I can’t prove my US citizenship with no birth certificate. What should I do?
