<p>For new entering very low income students, they will have to take out loans before they will receive AccessUVa funds. The vast majority of students who receive UVa aid already were taking out federal loans. Almost every college in the US requires every student to take out loans before they receive aid from the college. A number of affluent colleges that tried to get rid of loans had to go back to requiring loans because it became unaffordable.</p>
<p>There will still be a loan cap for federal loans, after which a student can receive increased AccessUVa aid. The goal is to avoid the need for very expensive private loans. </p>
<p>It does not affect any current students.</p>
