In any event, sounds like the OP really just needs to talk to some NROTC people at WPI. I strongly suspect there is some common solution to getting over to Holy Cross that makes it not too much of an inconvenience, but best to know.
Not specific to ROTC but Holy Cross runs a shuttle between Holy Cross and the Worcester Art Museum which is next to the WPI campus. I’m a runner from the area and nobody in their right mind would ever do this run. I’m sure there are plenty of options to get over to Holy Cross. Holy Cross has some beautiful athletic facilities and WPI is fantastic. Wish the OP poster well with their decision.
By now I believe it is clear to the OP they should ask about transportation options for their NROTC activities at HC. Please move the conversation forward. Thanks for your understanding.

Roughly 15 students of the unit’s overall 65 are from WPI. @aquapt
Majority have cars to travel to Holy Cross. Those who don’t often carpool.
No restrictions on IQP or MQP (except for travel to countries the state department considers increased danger like Russia, Israel and China) @hokiemama24 ^
It sounds like you have worked hard and done your research on your options. For career options down the road both are great choices and well respected in engineering.
WPI is a unique place and those features are what you like about it. Getting to have that WPI experience with your tuition and room and board covered is amazing. Go for it!
