Has she visited each in person at this point?
Can you afford all three price points? Are some aid packages guaranteed merit for all 4 years and others need based aid that could shift based on your income or other factors?
What do housing options look like for all 4 years?
If she knows her major, have her look through the academic catalogs at each and see if the courses and course descriptions seem more or less appealing at the different schools.
