I wanted to know the best colleges in California that will give me admission based on my marks grade wise listed:

I will give my sat in October and my IELTS too.
I don’t think will be much improvement from my 11th marks to my first semester marks of 12 or even first pre board. Do the cali colleges accept a compensation of low GPA or %age by SAT score or am I doomed?

You have no test scores and haven’t lust any extracurricular activities. What about HS course rigor? Unable to recommend until you post the whole package. What about costs?
what is your ACT/SAT and can you convert your GPA to a 4 pt scale?
Typo: “listed any EC’s” Also many posters are not familiar with your grade scale. Can you elaborate on what is considered good vs bad grades?
Cal states only use grades and test scores for admissions so high test scores could compensate for lower grades. You still have to met a minimum.
UC’s snd privates expect good grades, test scores, HS rigor, EC’s, essays and letters of recommendations (mainly privates) so you have not given enough information.
A 67 average is going to be an issue and you indicated you don’t expect much improvement. You might need to look at starting at a community college.
