My sense is that the programs at these two schools are fairly similar in reputation and both very design focused. I would assume that UC Berkeley has more name recognition in Korea, but I am not certain of that. I think the big differences would be in the location and culture of each school.

Berkeley is a big diverse campus with a significant Asian population. I am certain you would find a large group of Korean friends. It is a very lively community, and the university is known for a very competitive academic environment.

Wash U is a small university in St. Louis, a conservative midwestern city. It will be a smaller, more sheltered, more personal experience but also with a much smaller Korean community. If you want to practice your english I think it would end up being much more of an immersive experience. The people I have known who graduated from Wash U loved it. We had a summer intern from Wash U and his school projects were very abstract; ‘create a project to revive the economy of Kazakstan’. However he was accepted into graduate school at both Yale and Columbia, so they obviously appreciated his work.

I would suggest visiting each of the schools if possible and I would trust your gut reaction.
