Got it figured out, yet?

no

Someone named “SAM” made a forecast about what the low temperature would be on each of 15 days in the future. These are represented by a dashed line in the graph.
The ACTUAL low temperature as it occurred on those days is represented by the solid line.

The question asks you to look at each of the fifteen days and determine on how many of them the ACTUAL low (solid) was less than SAM’s forecast (dashed).

Those days are; 7, 8, 9, 15, 17, 18, 19, 20
That’s a total of eight days.

Take the word “low” out and it makes the whole thing easier to read. Just take your finger and trace it along the “actual” line, and count the number of points where that line is lower than the other line.
